Stephens Letter to Atlanta Mayor Published

When martial law was declared in Atlanta, the city’s mayor was appointed as the “civil governor,” but he was unsure about his duties in that position. So he wrote to his senator in the Confederate government, and received a reply from Confederate Vice-President Alexander Stephens, which the Southern Confederacy of Atlanta reprinted on this day.
