On August 30, Georgia born John C. Fremont had declared martial law In St. Louis and freed the slaves of Missouri Confederates. On this day President Abraham Lincoln wrote a letter to Fremont, advising him to be judicious in using such authority, and expressing concern that freeing slaves would alarm Union supporters in the South. Lincoln would eventually rescind Fremont’s orders.
