John C. Fremont in Missouri
John C. Fremont had been born in Savannah, but made his fame in the West with his exploration exploits. When the Civil War broke out he took the Union side. He had led a flotilla of ships into St. Louis (Missouri was experiencing battles between Union and Confederate factions). There, he had declared martial law and freed slaves of Missouri Confederates. President Abraham Lincoln would soon rescind this order.
