Recommendation to Remove 15,000 from Andersonville

From Camp Sumter - Andersonville prison - Confederate inspectors reported that 15,000 prisoners should be transferred from the prison, and that poor leadership - combined with a lack of supplies had left the post destitute, adding that the prison was a reproach to the Confederacy.
