Grant Refused Prisoner Exchanges

Despite pleas from inmates at Camp Sumter - Andersonville prison - to reestablish prisoner of war exchanges with the South, Union General in Chief Ulysses S. Grant refused, claiming that released Confederates would join the resistance against General William T. Sherman in Georgia.
