Lincoln Issued Executive Order to Begin Moving Army

Two days earlier, President Abraham Lincoln had issued a War Order designed to prompt George McClellan to begin moving his army against the Confederates. On this day, Lincoln gave McClellan a direct, specific Executive Order to do just that.
