Diary Entry on Reconstruction

From Atlanta, merchant Samuel P. Richards wrote in his diary of the appointment of Maj. Gen. John Pope as commander of the Third Military District:

“The Radical Congress at Washington has put us all under Military government again, and Gen. Pope is our ruler. We are invited to form new State Constitution giving to the negroes the right of suffrage, and I suppose we shall have to do it.”
