Act to Merge Campbell County into Fulton
Gov. Lamartine Hardman signed an act providing for the merger of Campbell County into neighboring Fulton County to the north, conditioned on approval of a referendum in each county. Voters of both counties later ratified the consolidation, which became effective Jan. 1, 1932. Similar legislation was passed on July 30, 1931, to incorporate Milton County (which bordered Fulton County to the north) into Fulton County. Because both consolidations became effective on Jan. 1, 1932, it generally has been reported that both mergers were the result of the Great Depression. However, the move to make Campbell County part of Fulton County began before the Stock Market Crash in Oct. 1929.
